Hello, my name is James Phoenix, but I go by “JJ”. I am running for election to be retained as a board of trustee for the Washoe County School District in District C. I have a strong background in law enforcement, education, and governance, and I am committed to bringing positive change to our community through community engagement and school safety initiatives for students and families.

My Priorities for Washoe County Schools
As a lifelong resident of Reno-Sparks and a product of Washoe County public education, I am deeply committed to ensuring every student in our district receives the high-quality education they deserve. My background in law enforcement, as a military commissioned officer, tribal leadership - governance, has taught me the value of community, discipline, and resilience - qualities I bring to my role on the Washoe County School District WCSD board of Trustees. Unanimously appointed in January 2025, I’ve worked tirelessly to advance WCSD’s strategic plan, focusing on student-centered outcomes and foundational pillars that drive success. If I earn your vote and I am retained, I will continue to support the district's priorities to foster a positive culture and climate for better outcomes for students and families.
Ensuring a Strong Start for Every Child
Every student’s educational journey begins with a solid foundation. I support initiatives that provide early childhood education, equitable access to resources, and targeted support for at-risk youth from day one. Drawing from my experience as a retired Reno Police Officer and Pyramid Lake Paiute Tribal Chairman, I know how crucial early interventions are in preventing challenges later in life. On the board, I’ll advocate for expanded preschool programs, family engagement resources, and partnerships with local organizations to give every child the tools they need to thrive right from the start.
Amplifying Student Voices
Students and families are at the heart of our schools, and their perspectives must guide our decisions. I believe in creating platforms where students can share their ideas, concerns, and aspirations, ensuring our policies reflect their needs. As someone who grew up in these communities and raised my own children here, I’ve seen how empowering youth leads to innovative solutions and greater engagement. I'll continue to support student voice advisory councils, feedback mechanisms in schools, and inclusive decision-making processes to allow students to be heard and valued.
Promoting Safety and Belonging
A safe, welcoming environment is essential for learning. With 25 years in law enforcement and service in the Marines and Nevada Army National Guard, I bring expertise in creating secure spaces while fostering a sense of community. I’ll prioritize mental health resources, anti-bullying programs, and culturally responsive practices—especially for diverse groups like our Native American students. By championing safety and belonging as one of our strategic pillars, I will emphasize school safety, where every child feels they belong, reducing disruptions and supporting emotional well being.
Driving Academic Growth and Achievement
Academic excellence is the cornerstone of our district’s success. I am committed to high standards, data-driven instruction, and closing achievement gaps to ensure all students reach their potential. My educational background, including, being a Substitute Teacher - Drug Abuse Resistance Education - DARE Officer at WCSD, Master's in Justice Management from UNR provides a focus on evidence based strategies that are aligned with WCSD strategic goals. We’ll invest in professional development for teachers, innovative curricula, and assessment tools that track progress, helping students not just meet but exceed expectations in reading, math, and beyond.

I want to expand vocational training, STEM programs, and life skills education to equip learners with the skills for tomorrow’s world. As a graduate of local institutions and a role model from public education, I know this is possible. I’ll support pathways like apprenticeships, dual enrollment, and mentorship programs, ensuring every student graduates ready to succeed and contribute to Washoe County.
